- Heat oil in a pan over medium heat. Add onion and garlic and sauté until soft.
- Add ground beef and cook, breaking it apart, until it begins to brown.
- Season with spices and stir in tomato paste.
- Add water and simmer until thickened.
- Stir in bell peppers and serrano peppers, then remove from heat.
- Shape tortilla halves into cones and secure with toothpicks.
- Bake cones at 400°F until crisp.
- Fill cones with beef mixture and top with mozzarella.
- Bake again until cheese is melted and bubbly. Garnish and serve warm.
